Arthur “A.J.” Duggan Jr. is a Partition Attorney at Talkov Law practicing in the area of partition actions throughout California. With a background in real estate litigation and over 14 years of experience working with the United States government, Arthur brings a strategic, real estate-focused approach to helping co-owners navigate the complex process of partitioning jointly owned properties.
Before joining Talkov Law, Arthur held several legal and policy roles at the U.S. Forest Service, including Science Quality Services Program Manager and Research Planning Director. In these roles, he led national initiatives related to science integrity, oversaw strategic planning across federal programs, and collaborated with agency leaders on legal and operational matters. Earlier in his career, Arthur served as an Appeals and Litigation Analyst, where he worked closely with the U.S. Department of Justice and Office of General Counsel on legal issues involving public lands, compliance, and administrative law—all of which deepened his understanding of property-related legal frameworks.
Arthur earned his Juris Doctor from Washington University in St. Louis, where he was a member of the Journal of Law and Policy and received an Equal Justice Works scholarship for his legal work assisting Hurricane Katrina victims. He was also selected as a Presidential Management Fellow, serving with both the U.S. Department of the Treasury and the Forest Service on legal and policy-driven projects at the federal level.
He graduated from Rhodes College, where he was consistently named to the Dean’s List and completed a congressional internship. Arthur is admitted to practice law in all California state courts and is a member of the State Bar of California.
Outside of work, he enjoys spending time with his two children and tending to his garden.
